Seputarkarawang.com - Karawang, The Karawang Regency Personnel and Human Resources Development Agency (BKPSDM) conducted a surprise inspection (sidak) to monitor the compliance of state civil servants with the Work From Home (WFH) work system. During the activity which took place on Friday (10/4/2026), the team led directly by the Head of BKPSDM Karawang, Jajang Jaenudin, discovered a discrepancy in the implementation of regulations in one of the government agencies within the Karawang Regency Government. Although in general the majority of agencies have complied with the provisions, BKPSDM noted striking findings in the Department of Industry, Trade, Cooperatives and SMEs (Disperindagkop-UKM). Of the total 163 ASN on duty in the service, only one person was recorded as implementing the WFH work pattern.The Head of BKPSDM Karawang explained that the minimal implementation of WFH in the service was triggered by the administrative workload which was deemed to require physical presence in the office. "That's right, at Dinkop only one person is WFH, the reason is because there are still work matters that require attendance at the office," said Jajang Jaenudin. In fact, the implementation of this work system already has a strong legal umbrella through the Circular Letter (SE) of the Minister of Home Affairs and the SE of the Minister of PAN-RB in 2026 regarding ASN work management.
As a first step towards these findings, BKPSDM Karawang gave administrative sanctions in the form of a verbal warning as part of disciplinary development. However, Jajang emphasized that his party would not hesitate to impose heavier sanctions if similar violations were repeated in the future. The threat of sanctions includes a 5 percent cut in Additional Employee Income (TPP) for ASN who are proven not to comply with the working hours scheme set by the central government.Apart from checking presence and physical presence, this evaluation is also focused on the effectiveness of public services in each agency. BKPSDM wants to guarantee that even though the WFH policy is implemented, the quality of services to the community must not decrease. For example, at the Manpower Department, officers ensure that administrative services for overseas workers continue to operate optimally and are not hampered by the division of the Work From Office (WFO) work system.On the other hand, monitoring results at health facilities such as Community Health Centers show changes in community visitation patterns following the transition from a five-day to six-day work system. There was a visible decrease in visitor activity after noon time, which was thought to be due to a lack of socialization regarding changes to the new operational schedule. BKPSDM hopes that through this routine monitoring, the integrity of public services in Karawang will be maintained with a balanced and effective work system.
