THM Karawang Inspection: 11 Nightlife Locations Netted, Minol Permit Stalled and Threatened with Permanent Seal!

Seputarkarawang.com - Karawang, The Karawang Regency Government, through a joint cross-agency team, has moved aggressively in the past week by intensifying surprise inspections (sidak) at a number of popular nightlife venues (THM). This firm step was taken to bring order to the chaos of THM Karawang licensing which has been suspected of violating many regional regulations. In two waves of inspections carried out in a marathon manner, officers combed a total of 11 location points to ensure entrepreneurs' compliance with operational rules and business legality in the Karawang jurisdiction.In the first wave which was held on Wednesday (29/4/2026), the joint team targeted five large locations, namely Brotherhood Cafe, New Rich Cafe & Bar, Tropical Resto Karaoke & Bar, D'Tipsy Cafe & Resto, and Sultan Reborn. The results of examining documents in the field show findings that are quite fatal for the regional investment climate. The majority of these places have only obtained a Business Identification Number (NIB) but have not yet completed a bar operational permit, a permit to distribute alcoholic beverages (minol), as well as a valid Building Approval (PBG) document.Sandi Susilo, representative from DPMPTSP Karawang Regency, revealed the secret behind the traffic jam in the THM Karawang licensing process. He revealed that many managers are determined to rent ordinary shophouses but use them as bars without adjusting the function of the building according to night entertainment business regulations. This mismatch in spatial planning functions was the main obstacle in the verification process, because the building should have been intended as a bar from the start, not an ordinary commercial shophouse.It didn't stop there, follow-up inspections exploded again on Wednesday (6/5/2026) evening, targeting six different locations: Aneka Baru, Kaze Headquarter, Lawang Cafe Resto, No Name International Club, De Sultan Reborn GT, and Nemesis Executive BAR. Although officials saw a slight increase in compliance in this second wave, the issue of alcohol permits is still a serious red note. Many managers argue that their documents are still stalled or delayed in the verification process at the West Java Provincial Government level.

The regional government's firmness does not stop at appeals alone because the operational fate of entrepreneurs is now hanging in the balance. Head of the PPUD Division of the Karawang Satpol PP, Da Prasetya Wirabrata, confirmed that he had sent an official summons to all managers caught in the silent operation. Satpol PP has given a 13 day deadline for business owners to immediately make improvements to administrative documents. If they do not demonstrate good faith within this time limit, the competent authorities will certainly take repressive action in the form of permanent sealing.Apart from operational legality issues, the Karawang Bapenda also revealed the sad fact regarding the low tax contribution from the night entertainment sector. Findings in the field show that several business premises have not even been registered as regional taxpayers even though they are already operating and making large profits. This condition is considered to be significantly detrimental to Karawang's Original Regional Income (PAD), especially from the entertainment tax and alcoholic beverage tax sectors which should be a source of regional income.The Karawang Regency Government's bold step in controlling the 11 THMs received full support from PHRI Karawang. This organization considers that firm action is very necessary to create a healthy, transparent and fair investment climate for all business actors who comply with regulations. PHRI encourages all its members not to "play cat and mouse" with local government regulations so as not to get caught up in legal problems that could damage the image of the tourism business in Karawang Regency in the future.With the increasing intensity of inspections, the night entertainment ecosystem in Karawang is expected to transform into a more administratively orderly one. The synergy between Satpol PP, DPMPTSP and Bapenda will continue to be strengthened to ensure that no more THMs operate "semi-legally" or even without permits at all. The public is now waiting for the realization of the sealing threat if within the next 13 days there are no significant changes from the stubborn entrepreneurs.
