In contrast to static ETLE cameras whose positions are already memorized by many people, portable devices such as smartphones are carried directly by police officers to photograph violators in areas where permanent cameras cannot reach them. "This device is much better because the process is fast; proof of violations can be immediately posted at the scene of the incident in a transparent and accurate manner," said Brigadier General Faizal in his statement.

The presence of this handheld ETLE is specifically designed to compensate for the static nature of ETLE which tends to be static and is easily anticipated by naughty drivers. With high mobility, police officers can now move more flexibly to reach violators who try to avoid permanent camera surveillance.
